Zayda Manatta is the Head of the Secretariat of the Global Forum on Transparency and Exchange of Information for Tax Purposes. She took up duty on 22 October 2019.
In her role as Head of the Global Forum Secretariat, Ms Manatta plays a key role in monitoring and assessing the effective implementation of the international standards of exchange of information on request (EOIR) and the new standard on Automatic Exchange of Information (AEOI). She also oversees the Global Forum’s technical assistance activities, which have expanded greatly to meet the needs of its developing country members. Reporting to the Director of the OECD Centre for Tax Policy and Administration (CTPA), Ms Manatta participates actively in the CTPA management team, co-ordinating with the Office of the Secretary-General, the OECD Chief of Staff and Sherpa and her team and other parts of the OECD in the development and implementation of horizontal projects and on strategies to advance the implementation and global impact of the OECD tax work, in line with the Strategic Orientations for the Secretary-General.
Ms Manatta has extensive experience in the field of taxation. She worked as Senior Economist for the IMF between 2015 and 2019, where she was responsible for the management of technical assistance projects in African countries. Prior to working for the IMF, she worked for the Brazil Revenue Administration since 1991 in various roles, including Deputy Commissioner General (2011-2013) and Co-ordinator of Brazil’s participation in the BEPS project (2013-2015).
A Brazilian national, Ms Manatta holds a Bachelor’s Degree in Psychology from Universidade Federal da Bahia, Brazil, and a Master’s Degree in Comparative Literature, Portuguese, Brazilian and African Studies from l’Université Sorbonne Nouvelle, Paris.
